Abstract: Public transport enterprises to establish a variety of directories suitable for their own operating line network planning and strategic development, and to formulate a selection system for various directories is an important means to improve the security of enterprise transport capacity, industrial expansion, reform and innovation. New energy city buses are key, important and heavy assets of urban public transport enterprises, improve the technical level of various assembly parts such as vehicle maintenance, safety and passenger transport, achieve the best adaptation to passenger vehicles, and dynamically grasp the latest situation of vehicles and various assembly parts industry. Ensuring the standardization, standardization and functional consistency of operating vehicles is an effective idea to achieve the enterprise management system. Guided by "technology is maintenance, adaptation is guarantee", this paper makes quantitative evaluation of different types of assembly parts by constructing the use attributes, technical indicators, assembly price evaluation, operation situation and quality assurance service level of the assembly parts, and combining with the evaluation indicators and scoring criteria of the assembly parts of new energy vehicles from four dimensions and 14 levels of enterprise industrial cooperation. Then, according to the use nature of the assembly, the assembly is comprehensively evaluated in a weighted way, so as to form the evaluation system of the assembly. No longer rely solely on the use and price to reach a conclusion, the stage score helps to adapt to the assembly problems in complex working conditions of urban public transportation in a more comprehensive way, and provides optimization and supportive suggestions for the whole life cycle management of the assembly parts of new energy vehicles.

(二)产品价格项目评分标准
为公平、公正的选出良好的总成件产品,不因产品本身价格和市场调控影响,故而将该分项设定两点评分值,一是供应商或代理机构报价函,占本项目权重分值50;二是使用期间单独采购的价格,占本项目权重分值50,具体详见表2。

(三)质保周期及售后服务体系评分标准
综合已使用和未使用过的市场化因素,质量保障及售后服务体系的完备是评价一项车辆总成件产品的重要项目之一,拟定承诺函及合同约定质量保障、售后服务响应体系、售后事故三项作为本项目评分子项目,具体详见表3。

(四)建圈强链合作量
为充分推行城市公共交通企业“建圈强链”基础建设,友好合作,拟将该分项设定两点评分值,一是供应商在同类型的充分合作量(包含但不限于一项总成件),占本项目权重分值60;二是意向与公交企业联合打造的产业链三年规划量,占本项目权重分值40,具体详见表4。

四、新能源车辆各类总成件计算方法
根据技术指标、产品价格、质保周期及售后服务体系、建圈强链合作量(提供营销相关证明)进行细则评分,再依据各类型权重比形成评分计算方法,详见表5。
(一)对于已在城市公共交通企业中使用过(含测试、体验过)的总成件,技术评分项目占整体分值30%,产品报价项目占比40%,质保周期及售后服务体系的完整性项目占比20%,建圈强链合作量项目占比10%。

(二)为更好、更充分、更有效的接触、了解并掌握新能源车辆新技术、新材料、新工艺、新设备等新兴总成件〔3〕,同时充分结合城市公共交通企业的改革发展、转型升级,而该类型产品总成件无法响应市场占有率、技术匹配性等相关指标,从而评分模型建议如表6。

五、结果应用
通过新能源车辆总成件名录库评选评价体系,将各类总成件技术参数、价格、质保及合作方式以分数形式进行量化评价,可以直观的了解该项总成件技术质量及服务状况。结合评价结果,可以分层级对总成件进行优化或调整,以达到优中选优,统一新能源车辆总成件类型布局的目的。

六、总结
通过基于公共交通企业建库之新能源车辆各类总成件评选及评分标准的研究,构建新能源车辆各类总成件评价、评选入库导则,对已有、已使用过的主要总成件进行综合评价,对新产品、新技术、新工艺在城市公交车辆上应用的效果有效评估,是构建车辆生产企业与运营反馈的重要桥梁,是搭建相关行业、联盟会议、技术座谈交流会、展览宣传的基础数据支持。
